How to choose a tool for this task

Start with what the player must do in the space. A skybox may be enough for a distant background; a walkable level needs geometry, collision and navigable routes. Check which representation the tool exports and how it can be edited. Test movement and interaction in-engine before treating a generated scene as a playable level.
